At the 17th BRICS Summit held in Brazil, Chinese Premier Li Qiang delivered an impactful speech during the plenary session on “Peace and Security and Reform of Global Governance.” Addressing a rapidly transforming world, Premier Li underscored the urgency for a fairer and more effective global governance structure and reaffirmed China’s commitment to justice, development, inclusiveness, and multilateralism.
Li began by congratulating Brazilian President Lula and the Brazilian government for successfully hosting the summit and welcomed Indonesia as a full BRICS member, signaling growing cooperation within the Global South.
Highlighting the current global landscape, he said the world is undergoing profound changes not seen in a century. Geopolitical conflicts, economic frictions, and the flames of war persist across various regions. He expressed concern over weakening multilateral mechanisms and international rules facing serious challenges. Against this backdrop, Li emphasized that the world community increasingly recognizes the necessity and urgency to reform the global governance system.
According to Li, China believes that reforms should protect the shared interests of the international community and be guided by a commitment to historical righteousness. This, he said, is the only way to ensure a progressive march toward peace, prosperity, security, and sustainability.
He cited President Xi Jinping’s 2015 proposal advocating a vision of “extensive consultation and joint contribution for shared benefit” as China’s key contribution to addressing governance challenges. This decade-old principle, Li stated, is more relevant than ever in today’s turbulent world.
In his view, global challenges must be tackled through:
- Extensive Consultation: Li called for respectful dialogue and mutual understanding to resolve growing disagreements and mistrust. He criticized power politics and bullying, noting that all nations’ development and security must be respected.
- Joint Contribution: He emphasized that humanity shares one planet and must work together for collective prosperity. No nation can solve global problems in isolation. Only through solidarity and cooperation can a better future be built.
- Shared Benefit: Development must be win-win, not a zero-sum game. All countries should see each other’s growth as opportunities rather than threats and create a global environment where mutual success is encouraged and shared.
Li further stated that BRICS nations, representing the Global South, have become strong voices in pushing for reform. He urged fellow BRICS members to demonstrate leadership in shaping a fairer world order. According to him, they must uphold independence, act responsibly, build consensus, and serve as pioneers in global governance reform.
He outlined three concrete action points for the BRICS bloc:
First, Uphold Justice and Safeguard Peace:
Li emphasized that fairness and justice are core values of the BRICS mission. At a time when international rules are being undermined, BRICS nations should advocate for peaceful solutions and address the root causes of conflicts through diplomacy and dialogue.
Second, Focus on Development and Economic Growth:
He highlighted China’s experience with reform and opening up, noting that development is the key to solving problems. He encouraged BRICS nations to tap into their collective strengths in market size, resources, and industry to enhance cooperation and innovation.
China, he announced, will soon launch the China-BRICS New Quality Productive Forces Research Center and the BRICS New Industry Golden Egret Excellence Scholarships to support capacity building in sectors like telecommunications and industrial innovation.
Third, Promote Inclusiveness and Civilizational Exchange:
Li stressed the importance of mutual cultural respect. He called for dialogues between civilizations to build peace and enhance understanding. With their deep-rooted cultural heritages, BRICS nations, he said, should champion diversity and promote coexistence among different civilizations.
In conclusion, Premier Li Qiang reaffirmed China’s readiness to work closely with BRICS partners to shape a global governance system that is more equitable, efficient, and orderly. He voiced China’s commitment to building a better, fairer world for all.
